Pilot Weather based Crop Insurance Scheme (WBCIS)

Weather Based Crop Insurance aims to mitigate the hardship of the insured farmers against the likelihood of financial loss on account of anticipated crop loss on account of anticipated crop loss resulting from incidence of adverse conditions of weather parameters like rainfall, temperature, frost, humidity etc.

While crop insurance specifically indemnifies the cultivator against shortfall in crop yield, Weather Based Crop Insurance is built upon the fact that weather conditions affect crop production even when a cultivator has taken all the care to ensure good harvest.  Historical correlation studies of crop yield with weather parameters helps in developing weather thresholds (triggers) beyond which crop starts getting affected adversely.  Payout structures are developed to compensate cultivators to the extent of losses deemed to have been suffered by them using the weather triggers. 

In other words, Weather based Crop Insurances uses weather parameters as ‘proxy’ for crop yields in compensating the cultivators for deemed crop losses.  Pursuant to the budget proposals, AICIL introduced a Pilot Weather Based Crop Insurance Scheme (WBCIS) in Karnataka during Kharif 2007 season, covering 70 Hoblis and eight rain-fed crops. 

During the Rabi 2007-08 season, the scheme was implemented in the states of Rajasthan, Chhatisgarh, Madhya Pradesh and Bihar.

During the Kharif 2008 season, the scheme was implemented in 10 states namely Madhya Pradesh, Haryana, Punjab, Bihar, Rajasthan, Jharkhand, Maharashtra, Karnnataka, Orissa and Tamilnadu.

During the Rabi 2008-09 season, the scheme was again implemented in 10 states namely Haryana, Bihar, Rajasthan, Jharkhand, Karnnataka, Tamilnadu, Kerala, West Bengal, Chhattisgarh and Himachal Pradesh.

Weather Based Crop Insurance Scheme aims to mitigate the hardship of the insured farmers against the likelihood of financial loss on account of anticipated crop loss resulting from incidence of adverse Weather conditions. The scheme covers the risk of weather related issues like rainfall, frost, heat (temperature), humidity etc. Weather Based Crop Insurance Scheme is being implemented in Tamil Nadu from Kharif 2008 onwards in selected districts viz., Salem, Dharmapuri, Perambalur, Ariyalur, Virudhunagar, Coimbatore, Villupuram and Dindugul. From 2010-11 Rabi onwards the scheme is extended to Tiruppur, Tirunelveli and Theni districts.

Crops Covered.

Onion, Tomato, Chillies, Gherkins. Tapioca, Turmeric, Banana, Jasmine, Rose, Tuberose and Grapes are presently been covered.

Eligible farmers.

All categories of farmers including tenant farmers growing the notified crops in the notified areas are eligible for coverage under this scheme. Farmers availing loan for Seasonal Agricultural Operations (SAO) are covered under compulsory basis and  farmers who opt are covered under voluntary basis provided the crop should be notified.

In the areas where Agricultural Insurance Company of India Ltd., Chennai, ICICI-Lombard General Insurance Company, Cholamandalam MS General Insurance Company and HDFC-ERGO General Insurance Company are implementing Weather Based Crop Insurance Scheme, the National Agricultural Insurance Scheme will be withdrawn for Loanee farmers. However, in respect of Non-Loanee farmers, the farmers can choose either National Agricultural Insurance Scheme or Weather Based Crop Insurance Scheme.
