STRENGTHENING OF QUALITY SEED PRODUCTION AND DISTRIBUTION

Introduction
National Agricultural Development Programme (Rashtriya Krishi Vikas Yojana - RKVY) of Government of India aims at achieving 4% Annual growth rate in the agricultural sector during XI plan period by ensuring a holistic development of agriculture and allied sectors. In order to attain this objective it is imperative to bestow considerable importance on seeds , since seeds are  the carrier of new technology resulting from the Agricultural research. Good quality seed alone contributes more than 20 per cent to the total crop production. Considerable progress has been made in the recent past in the technologies of seed production, processing, storage, quality control and seed treatment. The role of the seed sector is to ensure adequacy in seed supply, seed quality and varietal diversity. The total seed requirement of the country amounts to 2.56 lakh tonnes. However, about 20 per cent of the total seed requirement is met as quality seeds, while the rest is managed by farm saved seeds.

The main reason for wider gap in agricultural crops especially pulses and oilseeds was that most of the private and multinational companies are concentrating on high value and low volume crops like hybrid cotton, millets and vegetables whereas only public institutions are producing and marketing high volume and low value crops like pulses and oilseeds.

Hence, high emphasis has to be given for the production and supply of quality seeds of pulses and oilseeds to farmers and  increase the Seed Replacement Rate to the minimum level of 33%.  Increase of hybrid seed production will also be ensured so as to bring larger area under hybrid rice. With this background, it is programmed to strengthen the quality seed production and distribution of pulses, oilseeds and hybrid rice in Tamil Nadu. 

01. Project Goals /Objectives

  1. To increase breeder seed production of pulses, oilseeds and hybrid rice.
  2. To increase foundation and certified seed production of pulses, oilseeds and hybrid rice.
  3. To increase the Seed Replacement Rate (SRR) in Tamil Nadu for pulses, oilseeds and hybrid rice.
  4. To impart training to seed growers on quality seed production.
  5. To provide seed production subsidy and distribution subsidy to encourage quality production and usage.
  6. To encourage Self Help & TANWA Groups, NGOs and private entrepreneurs to involve in quality seed production and distribution.
  7. To ensure increased crop productivity and profitability to the farmers.

02. Project Strategy
a. Project Area 
i) Production and distribution of seeds of pulses and oilseeds.        

  • Beneficiaries will be selected from Nine districts of Tamil Nadu viz., Villupuram, Dharmapuri, Krishnagiri, Salem, Namakkal, Coimbatore, Perambalur, Dindigul and Ramnad.
  • Beneficiaries will be provided a) training on quality seed production and b) subsidies for production and distribution of seeds of pulses and oilseeds.

ii) Production and distribution of  hybrid rice seeds and coconut seedlings

  • Beneficiaries will be selected from all the districts of Tamil Nadu.
  • Beneficiaries will be provided a) training on hybrid rice  seed production and b) subsidies for production and distribution of seeds of hybrid rice seeds and distribution of coconut seedlings.

iii) Back ended subsidy for establishment of Seed Processing Units

  • Beneficiaries will be selected from all the districts of Tamil Nadu.

b. Approach 
The requirement of quality seeds for each focus district shall be assessed based on the crop-wise area of the districts. To cover this area with quality seeds  of pulses oilseeds and hybrid rice, quantity of seed produced  have to be improved by adopting generation system of seed multiplication viz., breeder à foundation à certified seeds.

In order to improve the seed production of both  breeder and foundation class , the additional facilities viz., land development, irrigation facilities, farm machineries / equipments, seed processing and storage facilities have to be created both in Breeder Seed Production centres of TNAU as well as State Seed Farms, State Oilseed Farms, Pulses Farm and Coconut nurseries and Seed Processing Units (State Dept. of Agriculture) in the state.

The production of required quantity of quality seeds (foundation & certified) shall be taken up by the Department of Agriculture,  by involving NGOs, Self Help (SHGs) and TANWA groups in order to attain self sufficiency in quality seed production.

I.PROJECT IMPLEMENTATION
i ) Creation of Additional facilities
a) Additional facilities for breeder seed production
The additional facilities such as land development & shaping, irrigation and post harvest facilities shall be created. Machineries and equipments required for breeder seed production shall also be purchased for the following Research Stations of TNAU (Table 1)

b) Additional facilities for foundation and certified seed production
The additional facilities such as land development & shaping, irrigation and post harvest facilities shall be created. Machineries and equipments required for Foundation / Certified seed production and processing shall also be purchased with the following budget in the State Seed Farms, State Oilseed Farms, Pulses Farm and Coconut nurseries by the Department of Agriculture based on the specific requirement by considering the existing facilities. The facilities shall be created as per the items sanctioned in the project (Table 2).

c) Additional facilities for Seed Processing Units
Purchase of new units, spares, repair and maintenance required for State Seed Processing Units shall be taken up by the Department of Agriculture based on the requirement. The facilities shall be created as per the items sanctioned in the original project (Table 3).

ii. Trainings

  • Training on “Quality Seed Production” for field level Officers of the Department of Agriculture of 9 districts.
  • One day training shall be conducted for a group of 30 participants.
  • Training will be conducted in kharif and rabi season 
    2008-09 in each district. 
  • A total of Eighteen (18) trainings shall  be conducted @ two trainings per district for all the 9 districts.
  • The trainings shall be organized and conducted by the KVKs and Research Stations / Department of TNAU in the selected nine districts (Table 4).

  • The training shall include theory, demonstration, field visit and discussion on quality seed production.
  • In addition to the scientists working in the identified KVKs & Research Stations, the scientists from the nearby Research station shall be invited on need basis as resource persons for conducting the trainings.
  • TA & DA for the invited resource persons shall be met out from the lumpsum management charges and contingencies.

c) Special training on “Hybrid Rice Technology and Seed Production” to farmers, NGOs, SHG and TANWA. Groups (10 Trainings) of all districts in Tamil Nadu

    • One day training shall be conducted for a group of 50 participants per batch.
    • The Department Officials shall identify the beneficiaries viz., farmers, SHGs and TANWA groupsfrom all over Tamil Nadu.
    • One training each in kharif and rabi season 2008-09 shall be conducted at the following Research Stations.

iv. Subsidy

a) Subsidy for seed production and distribution

  • The production subsidy shall be given in addition to the normal procurement price fixed by the Department of Agriculture.
  • The Department of Agriculture shall give away the production and distribution subsidy for certified seeds ofpulses and oilseeds to farmers of the nine (9) selected districts.
  • For hybrid rice seeds, the seed production and distribution subsidy shall be given away to the farmers ofall the districts.
  • The distribution subsidy for coconut seedlings produced and distributed by Department of Agriculture (both for Tall & Hybrid) shall be given away to the farmers of all the districts.
  • The production and distribution subsidy shall be given as per Table 5.

b) Back ended subsidy for establishing seed Processing Unit.

  • The Department of Agriculture shall give away the back ended subsidy to identified Farmers, SHGs, TANWA groups and NGOs.
  • A total of 75 beneficiaries (individual or group) shall be identified from all the districts of Tamil Nadu.
  • The subsidy amount of 50% cost of the seed processing unit subject to the maximum of Rs.7.50 lakhs per individual group shall be provided per unit.
  • The subsidy shall be given only for purchase of seed processing machineries and accessories that are listed (Table 6).

Selection of Beneficiaries for back ended subsidy

  • The Department of Agriclture shall constitute a  committee under Chairmanship of Commissioner of Agriculture. The committee shall consist of  JDA (Seeds), Executive Engineer (SPUs) and JDAs of concerned district as members.
  • The Department of Agriculture shall stipulate certain norms for selection of  the beneficiaries . The norms shall be based on the farmer’s experience in seed production and processing and also availability of  resources for seed production. For selection of beneficiaries application may be called for in the prescribed format.
  • Time Frame :  The list of beneficiaries shall be finalized  by the  end of August 2008 . Inspection of establishment of processing units shall be completed by the end of January 2009 for the release of subsidy.
  • The committee shall also recommend the concerned bank to release the subsidy to the beneficiary.

II. Monitoring 
a) Breeder Seed Production
The Special Officer (Seeds) and scientists of Seed Centre shall monitor the breeder seed production at TNAU Research Stations. 

b) Foundation and Certified Seed Production

  • The Foundation and certified seed production fields  in State Seed Farms, State Pulses Farms, State Oilseed Farms, and farmers' field (on contract basis) at block level and district level shall be monitored  by the District Level Officers of the Department of Agriculture.
  • The Department of Seed Certification shall inspect the seed field , verify the certification standards of foundation seed crops at State Seed Farms and certified seed crops raised in farmers' field (on contract basis) at block and district level and certify the  quality of seeds from sowing to tagging.
  • TNAU shall monitor the implementation of the seed production programme through the Project Scientists / Retired Officers / SRFs (engaged on contractual basis) .
  • The Special Officer (Seeds) / Project Scientists / Retired Officers / SRFs authorized by the University shall undertake periodical inspection of seed production field and field records in all the districts under the two project implementing agencies (TNAU & DOA) of the programme, periodically.
  • Workshops shall be held at TNAU to discuss about the process of implementation of the programme during kharif and rabi seasons.

III. Evaluation and Reporting of Project status

  • The progress of the project components allotted to  Department of Agriculture shall be reviewed periodically by the concerned Assistant Director of Agriculture (at Block level) and Joint Director of Agriculture (at District level), with respect to i) creation of facilities in State Seed Farms, State Oilseed Farms, State Pulses Farm, Coconut nurseries and Seed Processing Units and distribution of ii)  seed production with production subsidy iii) distribution with distribution subsidy, and iv) back ended subsidy for establishment of Seed Processing Unit.
  • The Commissioner of Agriculture along with TNAU Scientists and Project Scientists / Retired Officers (appointed under the projects) shall review the progress of work of all the nine districts at end of the season and submit the performance report to the Government.A joint meeting involving Field functionaries of implementing agencies shall be convened to discuss the various issues arising as and when required so as to improve the progress of the project.

Co-ordination Committee

  • The Co-ordination Committee shall be constituted with the following members
  • Commissioner of Agriculture - Chairman
  • Special Officer (Seeds) – TNAU Member
  • Director of Seed Certification – Member 
  • Joint Director / Dy. Director of Agriculture (SSF) - Member
  • Joint Director of Agriculture (Seeds) – Member Secretary

The committee shall meet once in 3 to 4 months or whenever necessary to discuss the problems, if any and issue guidelines for proper implementation of the project in each district.

The district JDAs / DDAs may send subjects to this committee on issues related to implementation of the project for mid-course correction or for any clarifications and guidelines.

Submission of Monthly Reports

    • With respect to the TNAU component,  the concerned Heads of KVKs and Research Stations of Tamil Nadu Agricultural University shall submit the monthly progress report before 5th of every month directly to the Special Officer (Seeds), Seed Centre, TNAU.
    • With respect to Department of Agriculture  component, the concerned JDA of the district shall submit the monthly progress report to the Commissioner of Agriculture with a copy to the Special Officer (Seeds), Seed Centre, TNAU before 5th of every month.
