1. P&SB ZIMIDARA CREDIT CARD (KISAN CREDIT CARD) SCHEME

Top

Aim:

Credit to farmers purchase of Fertilizers, Seeds, Pesticides etc., for crop production.

Eligibility:

A farmer cultivating and owner of agricultural land.

Margin:

No specific margin

Repayment:

Limit is sanctioned for a period of 3 years and must be brought into credit balance at least once in a year


2. P&SB CREDIT TO ”SMALL & MEDIUM ENTERPRISES”

In India SMEs have an important role to play which is evident from their contribution to GDP, employment generation, reduction in regional disparities, export earnings etc. GOI/RBI has taken several initiatives to support the SME sector by formulating various schemes and policy guidelines for promotion and development of SME units.

The Union Finance Minister announced certain measures in Parliament on Aug. 10,2005 for stepping up credit to small and Medium enterprises which is required to be implemented by all public sector banks.

In consonance with Govt. priority of growth of SMEs, the Bank has formulated its policy for stepping up credit to SMEs sector and chalked out the following operational guidelines :-

Eligibility and Definition of SME:

“ A small scale industrial unit is an industrial undertaking in which investment in Plant & Machinery, does not exceed Rs.1.00 crores except in respect of certain specified items under hosiery, hand tools, drugs & Pharmaceuticals, stationery items and sports goods where this investment limit has been enhanced to Rs.5 crores. Units with investment in plant and machinery in excess of SSI limit and upto Rs. 10 crores may be treated as Medium enterprises (ME). The exact definition will be enacted after passing of the legislation of SME by the parliament. Only SSI financing will be included in Priority Sector.

Credit Growth Targets & Channels of Finance:

  1. Allocation of targets for SMEs.
  2. Redesignation of SSI Branches.
  3. Cluster Approach.
  4. Other avenues for financing SMEs.

Risk Weight & Exposure Caps:

Presently risk weight on exposure to this sector is 100%. The Bank would maintain an exposure cap on this portfolio of 10% of total advances plus non SLR portfolio for SMEs.


3. P&SB TRACTOR FINANCE & TRACTOR WELFARE FUND SCHEME

Top

In the field of farm mechanisation Punjab & Sind Bank has adopted a very liberal policy for Tractor Financing.

The salient features of the scheme are as under

Eligibility:

A fanner cultivating a minimum of 8 Acres of irrigated agricultural land , and Tractor should be used for 1000 productive hours in a year.

Margin:

15 to 25%

Repayment:

In equated half yearly installments over a period of upto 9 years


4. P&SB SCHEME FOR FINANCING OF OLD TRACTORS

Top

Bank provides credit on very liberal terms for purchase of second hand (old) tractors.

Eligibility:

Farmer owning four acres of irrigated land and cultivating a minimum of six acres of irrigated land.

Margin:

25% in Bank's favor.

Repayment:

In equated half yearly installments over a period of 5 years.


5. P&SB DRIP IRRIGATION SCHEME

Top

Bank has formulated a scheme on the latest technique of Water Management i.e. Drip Irrigation. This irrigation system is most suited for Horticulture and vegetable Crops.

Eligibility:

Farmers engaged in the activity of Horticulture and vegetable on large scale are eligible.

Margin - 15%

Repayment:

In equated half yearly installments over a period of @ 9 -12 years including gestation period up to 11 months


6. P&SB SCHEME FOR FINANCING FARMERS FOR PURCHASE OF LAND FOR AGRICULTURAL PURPOSE

Top

The banks provide finance to farmers in the form of term loans for development purposes and short term-loans for production purposes.

Eligibility:

Small & marginal farmers i.e. those who would own maximum of 5 acres of non-irrigated land or 2.5 acres of irrigated land including the land to be purchased under the scheme.

Margin:

Minimum 20%

Repayment:

Loan to be repaid in 7-10 years.


7. P&SB SCHEME FOR FINANCING OF TWO WHEELERS TO FARMERS

Top

  • Financing of Two Wheelers to farmers is considered as direct finance to agriculture. 
  • The salient features of the scheme are as under

Eligibility:

Borrower should be an agriculturist and own agricultural land either in his own name or in the name of his family members.

Margin - 25%

Repayment:

The repayment period should not exceed 5 years. The borrower's repayment capacity is to be considered on the basis of crop grown, income from other sources and income of spouse.


8. P&SB SCHEME FOR FINANCING OF COMMISSION AGENTS/AAHRTIAS

Top

When Aahrtias, make finance to the farmers, "Book Debts" are created in the Aahrtias books of accounts. The Aahrtias require institutional credit against these book debts and the banks have started providing working capital limits for financing Aahrtias. The bank has also floated such a scheme since March 95 which has been amended from time to time. The salient features of the scheme are as under :

Maximum Loan/ Limit (Overdraft):

Rs.10.00 lac per Aahrtia.

Security:

Primary : Hyp. of Book debts (outstanding dues from the farmers) as per latest Balance Sheet, or Certificate from Chartered Accountant regarding book debts not older than six months.

Collateral : Adequate tangible/Intangible collateral security to be obtained, value of which should be at least twice the amount of limit sanctioned by the bank.

Margin:

50% in bank's favor.


9. P&SB SCHEME FOR FINANCING OF HARVESTOR COMBINES

Top

With the harvester combine the farmer can harvest his crop quickly and also helps other farmers in timely harvesting their crops. Thus, a farmer can make the best use of combine commercially and thereby increasing his income manifold. The cost of machine varies from Rs.5.50 lac to Rs.9.00 lac. To save the farmers from natural calamities the machine is becoming popular and is being used by more & more farmers on commercial basis. The salient features of the scheme are an under:

Eligibility:

The farmer should be able to convince that he can get sufficient work and is able to provide sufficient security.

Margin - 25%

Repayment:

In equated half yearly installment over a period of up to 7 years.


10. SCHEME FOR FINANCING SELF HELP GROUPS (SHGS)

Top

Self Help Group is an informal group of individuals having uniform socioeconomic status and living together homogeneously, whose members pool their savings and relending within the group on rotational or need basis. The size of group may range from 10 to 20 members and it should preferably be formed by NGO. These groups may be registered or unregistered.

Eligibility :

The group should have

  • existence for attest a period of 6 months
  • opened S.B. A/c with bank
  • successfully undertaken savings and credit operation
  • democratic working, maintaining proper accounts and records
  • genuine need to help each other homogeneous background and interest

Margin:

A portion of saving of the group may be taken as margin

Purpose of loan:

Loan may be given for any legitimate productive & consumption purpose as suitable to the group. The advances to SHGs form the part of Priority Sector and covered under Weaker Section of Society.


11. P&SB KHETI UDYOG KHAZANA YOJANA (KUKY)

Top

A farmer can avail loan for purchase of tractor, trolley, agricultural implements, Minor irrigation, land Development, crop production, poultry, fisheries, or any other such agricultural activities:

Eligibility:

A farmer having at least one acre irrigated land.

Margin:

10 to 25% depending upon the purpose of loan.

Limit:

The limit is fixed @ Rs.50000 per acre for irritated land and @ Rs.15000 per acre for unirrigated land with a maximum limit of Rs.7.50 lac. The limit is sanctioned for a period of 10 years.

12. P&SB SCHEME FOR FINANCING HANDICAPPED LOAN ASSISTANCE SCHEME FOR AGRICULTURAL ACTIVITIES

Top

Assistance is provided to disabled persons under NHFDC scheme for :

  • Agriculture production, irrigation, purchase of agriculture machinery, horticulture, sericulture etc.
  • Purchase of equipment for agriculture services.
  • Marketing of agriculture products.
  • Purchase of land for agriculture purpose.
  • Commission agents at Mandi Samities.
  • Small Business such as retail outlets for marketing organic fertilizers, pesticides/ insecticides, improved variety of seeds, farm machinery etc.

Loan amount:

Maximum loan available under this scheme is Rs.5 Lacs.

Eligibility:

Any Indian Citizen with 40% or more disability. Age between 18 and 55 Years Annual income below Rs.1,00,000 for urban areas and Rs.80,000 p.a. for rural areas With relevant educational/technical/vocational qualification, experience and background Domicile of the state where the project is to be put up Should not be debtor.


13. P&SB SCHEME FOR VERMI - COMPOSITING UNIT

Top

Objective:

To provide cultural materials of the desired species and train farmers entrepreneurs. To demonstrate practically the unit that will be set up.

14. P&SB SCHEME FOR ECO-HATCHERY FOR CARP SEED PRODUCTION AND EXTENSION SERVICES

Top

Objective:

To breed commonly cultivated six species of fish viz.,Catia (catia), Rohu (Labeo rohita), Mrigal (Cirrhinus mrigala), Silver carp (Hypotheimichthys molitrix), Grass carp (Ctenopharyngodon idelia) and Common carp (Cyprinus carpio). To facilitate quality production of fish seed of cultivable varieties

Location and Area of Operation:

The project may be located in high land areas which are near to areas having concentration of fish farmers.

Project Components:

Breeding pool, hatching pool, overhead tank, STW, pumpset, generator, guadshed.


15. P&SB SCHEME FOR SOIL WATER QUALITY AND INPUTS TESTING LABORATORY SERVICES CENTRE

Top

Objective:

To undertake soil testing irrigation water testing, etc. To arrange for suitable inputs like bio-fertilizer. etc.

Location and Area of Operation :

In order to have close interaction with the farmers and facilitate frequent field visit, the unit should be located in rural areas
like taluka head quarter or an upcoming major panchayat head quarter. It is considered that a lab with capacity of 10,000
samples will have scope to cover a taluka. In areas having considerable saline/alkaline lands and irrigated garden lands
growing commercial crops and vegetables will have ample potential for this kind of service.

Project Components:

Laboratory Equipment (pH Meter, EC Meter, Photometer etc.) office equipment, furniture etc.


16. P&SB SCHEME FOR PLANT PROTECTION SERVICE CENTRE

Top

Objective:

To provide guidance and consultancy service for control of various pests & diseases, nematodes and weeds at reasonable cost to farmers, etc.

Location and Area of Operation:

The service centre may have a command area of 30,000-40,000 hac. having different multiple crops. Though there is potential
to set up one unit of this nature for each Panchayat, to start with one unit per taluka may be considered to fetch adequate business.
Commercial crop growing areas like fruits and vegetables, pulses, oilseeds, cotton etc. wig have more potential compared to
millet growing areas.

Project Components:

Power sprayers, hand sprayers and dusters, refrigerators, stabiliser, microscope, audio visual aids/colour projection and materials etc.


17. P&SB SCHEME FOR HORTICULTURE CLINIC AND BUSINESS CENTRE

Top

Objective:

To create facilities for provision of technical guidance, custom hiring services including grading and packing to the fruit growers under a single roof.

To ensure easy availability of various horticulture inputs and technical/extension services to the orchardists/fruit growers to increase productivity

Location and Area of Operation:

Rural areas having more than 200 hac. area of orchards and farmers generally willing to avail of such services in about 100 ha and a minimum plant population of 15000 tree plants per annum.

Project Components:

Power sprayers, Foot sprayers, Horticultural tool set.


18. P&SB SCHEME FOR AGRO SERVICE CENTRE - FARM MACHINERY AND PRIMARY PROCESSING

Top

Objective:

  • To provide custom hire services facilities to farmers,
  • To improve timeliness in agriculture operations.
  • To provide a regular source of income to agriculture graduates.

Location and Area of Operation:

 

The project may be located in rural areas having sizeable number of farmers/areas under farm land where cereals, pulses, oilseeds, spices and condiments, etc., are cultivated. The area of operation could be all the villages under a taluka or the villages adjacent to a bigger panchayat head quarters.

Project Components:

Tractor, trailer and implements, Power tiller, Pumpset with accessories, Power thresher, Winnower, Self Propelled Reaper, Sprayers, Tools for repairing of machines, Primary processing Unit like flaking machine, dal mill, etc., Workshop Shed.


19. P&SB SCHEME FOR AGRO SERVICE CENTRE-FARM MACHINERY

Top

Objective:

  • To enable Small Farmers, who cannot afford bullocks or other farm machinery, to hire service of Agro-Service Centre for farm operation.
  • To make available services of Agro-Service Centre (ASC) for repair and maintenance of farm machinery owned by farmers.

Location and Area of Operation:

The Project may be located in rural areas having sizeable number of fanners or area under a taluka/village adjacent to a big Panchayat head quarters.

Project Components:

  • Tractor (35 HP) with accessories
    • Power Tiller (13 BP)
    • Pump set with accessories (SW)
    • Power Thresher, Winnower, Self propelled Reaper, Sprayer
    • Tools, work shed, Insurance.
  • Project cost Capital Cost - Rs.656000 Recurring Cost - varies from Rs.204000 (75% utilisation during the first year) to Rs.253000 (100% utilisation)

20. P&SB SCHEME FOR PRIVATE VETERINARY CLINIC WITH SMALL DAIRY UNIT

Top

Objective:

  • To provide veterinary services to the farmers at the door step to rear good quality animals and to control infectious animal diseases and thus reduce morbidity and mortality 
  • To cover large population of the breedable stock for genetic improvement

Location and Area of Operation:

The clinic is to be established in those areas where livestock owners demand for quality services on payment basis such as milk shed areas, poultry pockets, irrigated tracts etc. The area of operation may be 8-10 villages having 5000 to 6000 cattle units. The department of animal husbandry may assist for selection of potential areas.

Project Components:

(i) Infrastructure - Building (own or rented), Refrigerator, Telephone, Furniture, Motor cycle
( ii) Equipment - Surgical implements, laboratory equipments AI kit, Cryocans (big and small) 
(iii) Medicines and vaccines. 
(iv) Lab chemicals and Stationery


21. P&SB SCHEME FOR PRIVATE ARTIFICIAL INSEMINATION CENTRE

Top

Objective:

To arrange delivery of vastly improved artificial insemination (AI) service at the farmers door step, to bring progressively all breedable females among cattle and buffalo under organised breeding through AI within a period of 1 0 years, etc.

Location and Area of Operation:

The clinic is to be established in those areas where livestock owners demand for quality services on payment basis such as milk shed areas, irrigated tracts etc. The area of operation may be 8-1 0 villages having 5000 to 6000 cattle units. The department of animal husbandry may assist for selection of potential entrepreneurs.

Project Components:

 (a) Infrastructure : Building (own or rented), Refrigerator, Telephone, Furniture, Motor cycle 
(b) Equipment : Castrator, AI kit, Cryocans (big and small) 
(c) Inputs : Medicines, vaccines 
(d) Others : Vehicle


22. P&SB SCHEME FOR PRIVATE VETERINARY CLINIC WITH RETAIL OUTLET FOR FEED & MEDICINE

Top

Objective:

23. P & S BANK DIAMOND KRISHI CARD

Top

Agriculture sector and to provide more credit and better facilities to KCC holders/ farmers.

Eligibility:

An existing P & S Bank KCC holder with satisfactory track record for at least 2 years and with minimum holding of 5 acres perennially irrigated agricultural land, is eligible for coverage under the Scheme.

Quantum of Loan:

Upto Rs. 1,00,000/- per acre of irrigated land holding or 50% of market / realizable value of agricultural land whichever is less ;
subject to the maximum of Rs. 10 lacs.

Purpose of Loan :

The credit limit can be utilized/disbursed for Short Term Agricultural Operations, for agricultural Investment as well as for consumption needs, with following stipulations: Short Term Credit Needs :

  • ST-1 For normal production credit-upto Rs. 20,000/- per acre (irrigated) land 
  • ST-2 For contract farming - upto Rs. 40,000/- per acre of irrigated land depending upon the variety / type of crop / plantation grown by the farmers . 
  • ST-3 For and against godown receipts of produce of the Farmers-upto Rs.20,000/- Per acre
